While Urizen didn't have any character development, Vergil did, he finally became able to see the full picture, you can clearly see V's development through the manga, when Vergil came back he didn't change completely, he was still motivated but now he's able to appreciate his human side(compassion, love, protecting others, and taking responsibility) Vergil had to learn his lesson the hard way, he couldn't appreciate humanity until he was forced to live as a human for a while, that forced him to see the part of himself he'd been ignoring for years, the light buried deep within. I recommend Visions of V, if you would like to see his perspective on the whole thing. If he helps humanity along the way, so be it. Ultimately I don't think Vergil really gives a shit about humanity as a whole, and his focus throughout this entire story is centered around himself, his past, and his family. It's hard to say if he genuinely wants to cut down the tree at the end just to keep fighting Dante, or if he wants to clean up his mess. He could very well just be trying to earn Trish's sympathy since the truth is coming out and nobody has much reason to help Vergil - but I don't think that was the intent.)
